Measured end to end on one connection: 1.5 MB/s as Toolbox ships, 8.5 MB/s through jtaccel — 5.7x, sustained rather than peak.
A local proxy, not a patched client
jtaccel listens on 127.0.0.1 and Toolbox downloads through it. Nothing about the JetBrains installation is modified, so an update to Toolbox cannot break it.
Speed that Toolbox itself verifies
Segments are reassembled into a byte-for-byte identical stream, so the SHA-256 check Toolbox already performs still passes. The speed is not traded against anything.
MIT, and short enough to read
The whole proxy is public under MIT — including how it blind-splices authentication traffic rather than decrypting it, which is the part a security-minded reader will want to check.
